The 29-year-old striker parted company with Persepolis in the January and is reportedly negotiating with Esteghlal.
A source close to Esteghlal has said Mensha will join the Blues by the next week.
Mensha joined Persepolis from Paykan in May 2017 but didn’t meet expectations after scoring five goals in 42 games.
Now, Persepolis arch-rival Esteghlal has shown interest in signing the player.
Mensha had been also linked with Sanat Naft and Tractor Sazi.
