In a letter to UN Secretary-General António Guterres and President of the UN Security Council Michael G. Waltz on March 31, Saeed Iravani highlighted physical damage sustained by the UNESCO field office at Sa'dabad Palace and by the WHO office in Tehran, both resulting from US-Israeli military actions.
The ambassador stressed Tehran’s expectation that the UN publicly condemn the attacks and brief all member states on the incidents, while formally pursuing accountability through the relevant UN agencies.
What follows is the text of the letters:
In the Name of God, the Most Compassionate, the Most Merciful
Upon instructions from my Government, I am writing to bring to your immediate attention a matter of grave concern regarding the targeting of United Nations offices in Tehran by the United States and the Israeli regime.
On Tuesday, 31 March 2026, the United Nations Resident Coordinator in Tehran, Ms. Christine Weigand, officially informed the Ministry of Foreign Affairs that the United Nations Educational, Scientific and Cultural Organisation (UNESCO) field office in Tehran-located within the Sa'dabad Palace complex-had sustained physical damage. This damage was a direct consequence of the aggressive and unlawful military action perpetrated by the United States and the Israeli regime against the aforementioned historical site two weeks earlier.
Furthermore, the Head of the World Health Organisation (WHO) Office in Tehran has separately reported that an aerial attack in the immediate vicinity of the WHO office resulted in material damage to the building.
The Islamic Republic of Iran strongly condemns these heinous and brutal attacks against the United Nations. Given the fundamental responsibilities vested in your office as the Chief Administrative Officer of the United Nations, it is incumbent upon you to ensure the protection and inviolability of United Nations premises in all Member States. In this regard, it is our expectation that these two attacks against United Nations offices located within the territory of the Islamic Republic of Iran, perpetrated by the United States and the Israeli regime, be formally and vigorously denounced by the United Nations and by Your Excellency in your official capacity.
I further request that you formally pursue this matter with the relevant United Nations agencies. I also request that the Secretary-General's Spokesperson provide a comprehensive briefing to all Member States, detailing the facts of these attacks against United Nations premises. A prompt response and action in this regard would be highly appreciated.
I should be grateful if you would arrange for the present letter to be circulated as an official document of the Security Council.
