Envoy: Trump's Threats to Target Iran Civilian Infrastructure Violate Int’l Law

TEHRAN (Tasnim) – Iran's UN ambassador demanded international condemnation of US President Donald Trump's recent threats to target critical civilian infrastructure in Iran, labeling the remarks as incitement to terrorism and potential war crimes.

In a letter to UN Secretary General António Guterres and President of the UN Security Council Jamal Fares Alrowaiei on April 6, Saeed Iravani expressed grave concern over Trump's provocative statements threatening to destroy vital civilian infrastructure in Iran, including power plants and bridges.

What follows is the text of the letter:

In the Name of God, the Most Compassionate, the Most Merciful

Excellency,

Following our previous letters concerning the warmongering statements of the President of the United States, which pose a direct threat to civilian lives and critical infrastructure in the Islamic Republic of Iran, I write to express the utmost alarm at his recent public statement threatening the destruction of infrastructure indispensable to the survival of the civilian population, including power plants and bridges. On 5 April 2026, in a social media post, he openly declared his intent to destroy civilian infrastructure, stating that "Tuesday (7 April) will be Power Plant Day and Bridge Day. All wrapped up in one, there will be nothing like it!!!". Such statements constitute direct incitement to terrorism and provide clear evidence of intent to commit war crimes under international law.

The deliberate targeting of civilians and civilian objects, including the destruction of infrastructure essential to the survival of the civilian population-such as power plants, energy facilities and other critical civilian infrastructure constitutes a war crime and represents a blatant act of State terrorism, intended to terrorise and inflict severe harm on the civilian population. Even terrorist groups like ISIS were ashamed of making such reckless, horrible public statements.

In light of the foregoing, and recognising the severe devastation, widespread civilian harm and catastrophic humanitarian consequences that would inevitably result from such deliberate and unlawful acts—which constitute clear war crimes the Islamic Republic of Iran once again calls upon the Secretary-General of the United Nations, the Security Council and all Member States of the United Nations to fulfil their legal and moral obligations by:

1. Unequivocally condemning these dangerous statements and threats by the President of the United States, which, if carried out, would constitute atrocious acts of war crimes and State terrorism, gross violations of international humanitarian law, and flagrant breaches of all relevant Security Council resolutions on the protection of civilians and civilian infrastructure during armed conflicts; and

2. Taking immediate, decisive and concrete measures to halt the ongoing criminal and barbaric acts of the United States and the Israeli regime, and to ensure that all those responsible are held fully accountable under international law, including the President of the United States and the Prime Minister of the Israeli regime, for the deliberate pursuit of policies resulting in, and directly causing, war crimes and acts of State terrorism targeting civilians and civilian infrastructure in the Islamic Republic of Iran.

As consistently stated in our previous communications, silence or inaction in the face of such egregious violations would gravely undermine the integrity of international law, erode the foundations of the Charter of the United Nations, normalise war crimes and atrocities, and embolden the aggressors, with consequences that would extend far beyond the region.

I should be grateful if you would have the present letter circulated as an official document of the Security Council.
