Iran, China, Russia Reject Western Resolution at IAEA Board Meeting

TEHRAN (Tasnim) – Iran, China, and Russia issued a joint statement at the IAEA Board of Governors meeting in Vienna opposing a political resolution advanced by Western countries against Tehran and emphasizing that the Iranian nuclear issue can only be resolved through dialogue and diplomacy.

In a joint statement during the meeting of the Board of Governors of the International Atomic Energy Agency (IAEA) in Vienna, Iran, China, and Russia said issues related to the implementation of Iran’s safeguards agreement under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and relevant UN Security Council resolutions are not connected to current conditions, given the expiration of the provisions of UN Security Council Resolution 2231 on October 18, 2025.

The three countries also stated that efforts by the European troika to activate the so-called “snapback mechanism” lack legal validity and would have no legal consequences.

The statement further described the IAEA director general’s reports regarding the implementation of Resolution 2231 as political in nature and warned that such actions could undermine efforts aimed at reaching a comprehensive solution to Iran’s nuclear file.

The three countries reaffirmed Iran’s commitment to the nuclear non-proliferation regime as a member of the NPT and emphasized that member states possess an inalienable right to develop research, production, and the peaceful use of nuclear energy.

In another part of the statement, repeated attacks on Iran’s safeguarded nuclear facilities and threats to continue military action were condemned. The three countries said such measures weaken the non-proliferation regime and have created an unprecedented situation in the history of the Agency.

Iran, China, and Russia also described the draft resolution submitted by the United States, Germany, France, and the United Kingdom as political, unconstructive, and inappropriate under the current sensitive circumstances, warning that its adoption could weaken cooperation between Iran and the Agency and damage ongoing diplomatic efforts.

The statement concluded that achieving a sustainable solution to the current situation is only possible through the immediate and complete cessation of all attacks, removal of further threats, and respect for the legitimate rights of member states, including the right to the peaceful and non-discriminatory use of nuclear energy within the framework of the NPT.
