In a letter to UN Secretary General António Guterres and President of the UN Security Council Jamal Fares Alrowaiei on April 6, Saeed Iravani raised alarm over the US’ acknowledgment of arming Kurdish Iranian opposition groups amid recent protests.
The ambassador argued that these actions constitute a violation of international law and UN principles, saying they threaten regional stability and violate Iran's sovereignty. His letter seeks official condemnation from the Security Council, emphasizing that such state-sponsored activities should not be tolerated.
What follows is the text of the letter:
In the Name of God, the Most Compassionate, the Most Merciful
Excellency,
Following our previous communications, I wish to draw the urgent attention of Your Excellency and the members of the Security Council to recent statements by the President of the United States openly confirming the transfer of weapons to armed and terrorist groups for the purpose of carrying out terrorist acts and unlawful, destabilising activities within the Islamic Republic of Iran. On 5 April 2026, in a telephone interview with Fox News, he brazenly admitted that "Washington armed Kurdish Iranian opposition groups during the January demonstrations in Iran". Such conduct suits the United States' long-standing policy of creating, financing and arming terrorist groups in the Middle East and beyond, in flagrant violation of the Charter of the United Nations and the fundamental norms and principles of international law.
As affirmed by the jurisprudence of the International Court of Justice, the arming and support of armed and terrorist groups within the territory of another State are unlawful and entail international responsibility. Furthermore, any provision of weapons or material support to armed groups engaged in terrorist activities constitutes State sponsorship of terrorism, in direct breach of the International Convention for the Suppression of the Financing of Terrorism (1999) and United Nations Security Council resolution 1373. These unlawful actions pose a serious threat to regional and international peace and security.
This explicit admission constitutes clear evidence confirming the position of the Islamic Republic of Iran that the United States sought to transform peaceful protests in Iran into violence, civil unrest and bloodshed. By interfering in the internal affairs of the Islamic Republic of Iran, in flagrant violation of the Charter of the United Nations, arming terrorist elements and groups, and disseminating false statistics regarding casualties, the United States pursued a malicious policy in Iran-one that ultimately failed. Accordingly, the United States bears full responsibility for all damage and suffering inflicted upon civilians, as well as upon civilian and governmental institutions, during the riots in December 2025 and January 2026.
The Security Council must unequivocally condemn such dangerous statements, ensure that these violations do not go unanswered, and make clear that any conduct amounting to State sponsorship of terrorism will not be tolerated under any circumstances.
