Pezeshkian made the remarks during a meeting with Kyrgyz President Sadyr Japarov on the sidelines of the Shanghai Cooperation Organization and Shanghai Plus summits in Bishkek, where the two presidents discussed key areas of bilateral cooperation, including politics, trade, transportation, energy, agriculture, defense, tourism and culture.
Addressing a proposal to build a joint refinery, Pezeshkian said Iran has considered it positively and agrees with the idea in principle.
Under the proposed arrangement, he said, “the crude oil needed by the refinery can be supplied by Iran, and the products can be divided between the two sides.” He described the project as a good opportunity to raise the level of economic and energy cooperation between Tehran and Bishkek.
Pezeshkian also identified transportation and logistics as major areas for bilateral cooperation, saying Iran could provide the most suitable route for Kyrgyzstan to transport goods by sea to the Persian Gulf states, the Indian subcontinent and East Asia.
He proposed establishing a Kyrgyz logistics center at the Iranian port city of Bandar Abbas, saying it could significantly contribute to expanding bilateral trade and transit cooperation and enable Kyrgyzstan and other members of the Eurasian Economic Union to make greater use of Iran’s transportation infrastructure and access to international waters.
Highlighting the capabilities of Iranian technical and engineering companies, Pezeshkian said Iran has experienced and capable firms in various technical and engineering fields, some of which are already operating in Kyrgyzstan.
The Iranian president also pointed to the exchange of defense and military delegations between the two countries as a sign of mutual trust and the two sides’ determination to expand bilateral cooperation. He stressed Iran’s readiness to further develop cooperation in the field.
Pezeshkian emphasized that Iran’s military and defense cooperation with other countries has never been directed against regional states, but is pursued solely within the framework of Tehran’s policy of strengthening regional security.
“Iran regards regional security as a collective matter,” he said, adding that the most sustainable and effective way to strengthen security is to expand cooperation among regional countries and prevent foreign powers from interfering in regional affairs.
For his part, Japarov thanked Pezeshkian for his positive approach to expanding bilateral cooperation, expressing appreciation for his “warm and constructive remarks” on relations between the two countries.
Referring to a memorandum of understanding on bilateral cooperation signed by Iran and Kyrgyzstan in 2025, the Kyrgyz president said the agreement could provide a suitable basis for strengthening and expanding joint cooperation.
Japarov also welcomed the expansion of economic and energy cooperation and invited capable Iranian oil exploration companies to utilize their expertise and capabilities in cooperation with Kyrgyzstan.
