The council said attacks on medical facilities, medical personnel and patients constitute a direct assault on human dignity during armed conflict.
Under international humanitarian law, medical facilities and units, medical personnel, the wounded and the sick are afforded special protection and must be respected and safeguarded under all circumstances.
The council stressed that the destruction of a hospital goes beyond the demolition of a building or public infrastructure, warning that such actions can severely undermine access to vital healthcare services for thousands of people.
It added that, where the requisite conditions and elements are established, such acts can give rise to international liability for those who perpetrate them and those responsible for them.
Meanwhile, the High Council for Human Rights of the Islamic Republic of Iran expressed concern over the silence and inadequate responses of certain governments and international bodies to attacks on medical facilities and vital infrastructure in Lebanon.
It stressed that the protection of civilians, patients, the wounded and medical personnel must not be subjected to political considerations or double standards.
The council said international humanitarian law must be applied and guaranteed uniformly and without discrimination, regardless of the identity of the parties to a conflict.
It further warned that indifference to the destruction of medical facilities and the deprivation of access to healthcare raises serious questions about the credibility of international mechanisms established to protect human rights and uphold humanitarian law.
The council said the international community and responsible institutions cannot limit their response to general expressions of concern, calling instead for the activation of existing mechanisms for investigation, documentation and accountability.
The High Council for Human Rights of the Islamic Republic of Iran called on the United Nations, the Human Rights Council, the International Committee of the Red Cross and other relevant international bodies to respond unequivocally to attacks on healthcare facilities in Lebanon.
It also called for an independent and impartial investigation into the incidents, the documentation of violations and accountability for perpetrators in accordance with international law.
The council emphasized that access to healthcare and the protection of medical facilities are fundamental requirements for safeguarding human dignity during armed conflict.
It stressed that hospitals and medical personnel must not be turned into battlefields and that the lives of patients must not be sacrificed for military actions.
The High Council for Human Rights of the Islamic Republic of Iran once again called for an immediate halt to attacks on medical facilities and critical infrastructure, safe and non-discriminatory access to healthcare for the population, effective protection for medical and relief personnel, and accountability for violations of international humanitarian law.
It called on the international community to fulfill its legal and humanitarian responsibilities regarding the situation.
